One day, a council of mice convened for a urgent meeting.
The meeting was about their common enemy, the cat.
They lived insuch constant fear of her claws that they hardly ever left their homes.
Something had to be done.
they discussed many plans, but none of them were good enough.
Finally, a very young mouse got up and said:
"I have a very simple plan.
All we have to do is hang a bell around the cat's neck!
When we hear the bell ringing, we'll know that the cat is coming."
All the mice celebrated this clever plan.
But then an old mouse stod up and asked:
"Who will put the bell around the cat's neck?"
It is one thing to say that something should be done, but quite a different matter to do in.
어느 날, 생쥐들의 의회가 긴급회의를 소집했습니다.
생쥐들의 공공의 적, 고양이에대한 회의였습니다.
쥐들은 고양이의 발톱이 너무 두려운 나머지 집을 나서지도 못하고 있었습니다.
뭔가 대책이 필요했습니다.
여러 의견이 나왔지만, 딱히 좋은 계획은 나오지 않았습니다.
마침내, 아주 어린 생쥐가 일어나 말했습니다.
"저에게 아주 간단한 계획이 있어요.
고양이 목에 방울만 달면 돼요!
방울 소리가 들리면 고양이가 오고 있다는 것을 알 수 있을 거예요."
모두가 이 기발한 계획을 축하해 주었습니다.
그때 한 늙은 생쥐가 일어나 물었습니다. 
"누가 고양이 목에 바ㅓㅇ울을 달 건가?"
무언가를 해야 한다고 말하기는 쉽습니다.
하지만 그것을 하는 것은 아주 다른 차원의 문제입니다.

1. They hardly ever left their homes.
   그들은 거의 집을 나서지도 못하고 있었습니다.
   • hardly는 '거의 ~아니다', '거의 ~없다'라는 뜻.
   • 여기에 ever가 붙게 되면 never와 가까워진다.
   • 아예 집을 나서지 않은 것은 아니기 때문에 '거의 집을 나서지 않는다'라는 뜻이 된다.
     
     • I could hardly get up this morning.
       오늘 아침에 일어나니가 힘들었다.
2. All we have to do is hang a bell around the cat's neck!
   고양이 목에 방울만 달면 돼요.
   • all one has to do is '무언가만 하면 된다'를 말하고 싶을 때 자주 쓰이는 표현이다.
     • All I have to do is get this bag in the car.
       이제 가방을 차에 싣기만 하면 돼.
3. It is one thing to say that something should be done, but quite a different matter to do it.
   무언가를 해야 한다고 말하는 것과 그것을 실행하는 것은 아주 다른 차원의 문제입니다.
   • it is one thing to A, but another thing to B
   • A와 B가 같아 보이지만 다른 것임을 말하고 싶을 때 사용하는 표현
   • 여기서는 another thing to B를 quite a different matter to B로 응용해서
     '아주 다른 문제'임을 강조하고 있다. '둘은 별개의 문제이다'라고 말하는 것이다.
     • It is one thing to memorize something, but another thing to understand it.
       외우는 것과 이해하는 것은 별개의 문제이다.

  • something that makes an achievement less impressive or less complete:
    성취를 덜 인상적이거나 덜 완성하게 만드는 것
  • 위 문장에서는 덜 완성하게 만드는 의미로 쓰여, 맥락에 맞게 의역하면 제동이 걸렸다고 표현하면 좋을 것 같다.
• later this decade, there will be years when not a single car qualifies for the US$7,500 subsidy.
  10년 후엔, 단 한대의 자동차도 미화 7,500달러 보조금을 받을 자격이 없는 해가 될 것이다.
